With scientific development as its theme, support to the development of SBP and postal industry as its main work frame, the Development and Research Center of the State Post Bureau regards talents as its pillar, and the concept of “open, truth seeking, innovation, outstanding” as its cultural. Sticks to a coordinated and sustainable development model, the center is paying great efforts to build itself into an important authoritative think tank for the decision making of the post, into a first-class consulting service organization, a high-end publishing platform of information references, a key innovation base for informatization construction, in a word, the center aims to be one of the first-class comprehensive industrial research institutions in China.

Since its establishment, the Development and Research Center of the State Post Bureau has not only actively participated the strategic planning for the postal industry and the development of postal regulations and laws, but also involved in major policy studies and decision-making process, including postal regulatory research projects, some regional development planning, and postal regulatory research projects. The center undertakes a series of major information engineering construction and operational maintenance tasks, including video conference system, safety supervision system and monitoring platform. It also undertakes relevant supportive works for intergovernmental organizations such as UPU etc. With a growing staff team, the center has paid great contributions on various aspects of postal industry, such as the innovative promotional works for the development of Chinese postal services, independent soft science research, information analysis on a regular basis, good management on information construction, significant works to the maintenance of information system.

The center has received great praises for each roles it has played, including supporting unit of UPU reform ad hoc group Chair member countries, jointly supporting unit for regular Sino-Europe postal/express item transportation trains, secretariat unit of national postal service standardization technical committee, postal secretariat unit of the expert committee of the Ministry of Communication, and the secretariat unit of the 2^nd technological expert consultative group of the SPB.

Since August 2016, the research center has successfully conducted various works on reform, such as opinion survey, research subject collection, comprehensive investigation, National Laboratory application, preparation for forums, as well as collaboration with relevant institutions. The center will keep on strengthen its capability, providing good and sufficient support for the SBP, offering necessary service of postal industry, and contributing to the scientific research work of postal sector.
